How do you Derestrict a Honda SGX Sky 2000?

Hi ihave got a Honda sky and i am really fed upgoing 38 mph andiwaswondering if you could derestrict it? it is already derestricted in the exhuast but howdo you deretrict the engine and belt??? please help thanks.
