Under the municipal building codes your landlord has an obligation to keep your place free of vermine and pests. Call the city at (416)338-0338 and ask for the property standards inspector in your area.
Your message included a logo from a housing agency; if you are in subsidized housing there are some other considerations. In general if you do not have a lease you can vacate with 60 days notice (for example you could give notice December 1 to vacate February 1). With a fixed term lease you can apply to the landlord tenant board to terminate the tenancy instead of trying to get somebody to assume your lease.
