There are requirments that must be reached in high rise building and are a CODE requirment for Fire Alarms.
Like you I also am in a high-rise with a very loud fire alarm system that is be code to be checked EVERY month.
What I did was purchase "magnets" (if a speaker type horn) and put over the speaker. note I even multi-layered them (like a book)
And if they come in your apartment just pull the magnets off (without any problems).
