City inspectors do inspections of underground garages all the time. However there are not enough inspectors to investigate all the parking structures in the city and inspections are complaint driven. So if you don't complain about your building, your building probably won't get inspected.
From the floor up to 36 inches you will notice that a lot of parking structure columns have a special paint (usually black in colour) - if that 36 inches of the column has concrete that is crumbling, pitting, is missing pieces,or if you can see the steel rebar, then an inspector should be called and an inspection should be done by MLS.
It's tragic that a tenant died in the CAPREIT case in Montreal.
I wonder when those two parking structures were last inspected? 38 years ago when they were built?
