Can you take it with you? No. Then the landlord should pay for it.
Will the next tenants need it? Yes. Then the landlord should pay for it.
If you move out will the landlord pay for it? Will he try and make a new tenant moving in pay for it?
The landlord is responsible for providing heat, hydro and water. Tenants may be responsible for paying for some or all of the utilities but landlords are responsible for providing the utilities in the first place.
