It is not the tenant's or the landlord's resposibility to pay for the conversion. It is Toronto Hydro who should pay for it.
Their mandate is morally wrong. Toronto Hydro is receiving the benefit by removing from their operation the legacy flat rate water heaters that were originally set up by Toronto Hydro to allow for interruptions in service to off load peak demand.
If Toronto Hydro waits about 20 to 30 years all conversion would happen via renovation and redevelopment.
Contact your city councillor for the removal of the mandate.
No electric use conversation will result since the economic way to convert is via one service for an apartment building and this conversion moves the flat rate from Toronto Hydro to the landlord or condo. corp.
