The reason the guideline increase was 1.8% in 2009 was beacuse economic crisis we now are experincing had not yet happened. The 1.8% increase figure was decided in the spring of last year by calculation the average Ontario Consumer Price Index from June 2007 to May 2008. Inflation was still not in check as the economy had not hit the wall. The new Ontario Consumer Price Index figures that came out on May 20, 2009 cover the 12 month all the way to April 2009 this covers the resession period. Looking at the April 2009 figures doesn't really give a complete picture of the true Ontario Consumer Price Index as it relates to rent increase. The 12 month inflation rate in April was the lowest 12 month increase since 1994.
As an aside, the 12 month Consumer Price Index in march was 1.2%.
If you wish to protest how the Guideline is calculated that is another story.
