Well, without agreeing to the percentages.....they are way overstated....You are right. Innocent tenants are protected from eviction thanks to the work of our friends in the clinic system.
One problem that remains is that some times landlords are motivated to evict if they think they can get more rent from another tenant. This is a problem caused by vacancy de-control.
Similarly, good landlords have nothing to fear from stronger laws to deal with bad landlords.
