If i see a homeless man with a sign saying he's hungry I'd rather buy him a meal then to give him $10.
I'd rather give someone who meets the requirement a good but cheap apt then a cheque and tell them to find an apt. If the gov. use the money to build their own buildings they can make sure that they are properly maintained. Then maybe we'll less of the slumlord name calling we see.
