A landlord can do an annual inspection of an apartment and could use a camera for that purpose.
If you are moving out, they have a right to show the apartment with minimal or no notice, but would have to give 24 hours notice for other purposes. They may want to take a picture for advertising purposes on craigslist and other apartment ad places.
The camera should not be used to harass you or invade your privacy. You have a right to reasonable enjoyment of the rented premises.
Under no circumstances should they just come in and take pictures. Don't let them in. If you know they are coming, hide your valuables, and make it clear that they can only photograph the apartment and not your stuff.
Derrick, this is not a human rights issue unless they are doing it only to those identifiable by the code. It is a tenant issue and the Residential Tenancies Act gives you privacy rights and the right to reasonable enjoyment. After all, that is what you pay for.
