Together we are strong!

I have seen references to an inspection agency on this site, but cannot locate the email address or web site. I know they cannot investigate EVERYTHING, but want to at least TRY.
There are NO emergency fire procedures at the 23-story heritage building I live in. This morning, October 19, 2009, at about 9:45 a.m., the fire alarms sounded (those DO get tested regularly, as they should be). Some people walked down the stairs, others simply stayed in their apartments and paid no attention. The elevators continued to operate, and there was NO public announcement.
Fire Department personnel arrived and checked the source of the alarm, the underground parking garage, but found nothing and after an inspection of those underground areas, turned off the alarms and left.
Had there actually BEEN a fire, many people could have been killed because while experienced people knew enough to walk down the stairs instead of taking the elevators, there are many in the building who do not speak English and had no idea what was happening -- or even what a fire alarm IS!
The lack of procedures and training of the resident staff (who have not been in Canada very long and lack experience in these matters) could result in much death and destruction. The property manager, an employee of a property management firm in a province clear across Canada, does not seem to me to be competent to recognize the need for SYSTEMS in this 190-unit heritage building, nor to have the least idea how to DEVELOP systems and train personnel.
I have reported this situation to the Fire Department, but feel a moral obligation to report it ANYWHERE that might do some good. All those innocent people -- and no CLUE because they assumed that they would be TOLD about anything that is IMPORTANT!!
Any other suggestions about WHERE to report this?
