Thank you Dan for all your help. I have good news, I in away have won ... my landlord has let me out of my lease early and is not going through with their N4 and is signing an N11. I have agreed to not file with the LTB however I am still contacting the OEB to complain.
PS I have bought a house.. thanks again for all your help
