You raise a great point. The law requires this to be given to all new tenants, but imposes no penalty if it is not! We suggested that the tenant does not have to pay rent until this form is received, but the Government trusted landlords.
I would like to see an audit or survey done to see what percentage of tenants have received this when they moved in. It has now been a law since february of 2007.
