Actually, it sounds suspicious to me if it is in Toronto. There have been very few AGI case sinvolving taxes lately. In fact, about 128000 rental households will be getting a letter towards the end of next month because the taxes went down by more than 2.49% which triggers an automatic rent decrease. For another partly related reason, some landlords may seek a variation order and they may pursue a rent increase based on the garbage levy. Both the GTAA and the FMTA are seeking a solution to avoid this.
But we can agree on this. there must be an order from the Board confirming this. If the landlord can not produce one, then I would tell this poster there is no reason to pay it. If they produce one, it may very well confirm the 4% and I would advise the tenant accordingly, but a tenant does not have to take the landlord's word for it.
Although many landlords are ethical and honest, you have to be naive to assume that they all are, and my experience tells me to check the source.
