Contact the Building Inspector for your area by calling 311 and explain the situation. Call before 9 a.m. as building inspectors are usually out of the office the remainder of the day. If improper/dangerous construction practises are on-going or construction is being done without a permit they will take care of it ... but a general rule of thumb is IF YOU SEE SMOKE AT ANY TIME -- CALL THE FIRE DEPARTMENT IMMEDIATELY -- they also have the authority to question what is going on.
