Definitely contact your local city councillor right away and it would be helpful if you could document (even briefly) all communication with the restaurant owners. Some local councillors are being proactive with this growing problem especially in the west end. Maybe it won't get a lot better but maybe it won't get worse. For instance if they wish to open a patio or are still applying for a liquor license, now is when you have the most influence.
