Yes the landlord can do this. Let's say your landlord's garbage levy is increased say $200 on his water bill and his property tax gets reduced by $100 his tenants will get a reduction letter. If the next year another $100 is reduced the tenants will get another letter. In both years the reason (not excuse) is that reduced property tax to account for the garbage moving from property tax to the water bill. Course we pay hst now but in the past if I were to tell you would be paying 5% less gst but 5% more in pst you would feel a store should be chafing you less taxes now because of the 5% reduction in gst?
