I agree with Flank. I don't think SHIELD was watching Rich. Rich told Tony he'd let him know in 24 hours and Stark accepted that. Stark knows that Rich can be an extremely powerful ally and told Nova so. He's not going to jeopardize it by spying on him (at least not with human agents, maybe via satellite) and sending in the T-Bolts.
