See: DC Green Lantern.
But seriously:
He was created in the 70's as a standard cosmically powered teenager. A dying alien, member of an intergalactic peacekeeping/police force, was flying over Earth and as his last act before he died he transferred his powers to a teenager named Richard Rider.
The original Nova series lasted about 30 issues. Most of it was space adventure, fighting with ROM, against the Sphinx, etc.
General powers: super-speed and flight. laser blasts. currently integrated with Xandarian Worldwind, therefore contains knolwedge of entire planet, and policekeeping records on practically everyone in the quadrant, in his brain.
I got into the character when he was brought back in the early 90's to the New Warriors, a team of teenage superheroes.
He has his own (really good) book right now.
You can find out more info at http://en.marveldatabase.com/Nova_%28Richard_Rider%29
And read reviews here:

Hope this helps! He's a great character, and the current run has fantastic art and really good cosmic adventures (And I don't even link space stories usually)
