Xandar was restored in the StarLost Saga which ran in New Warriors #40 - #42. The new Nova Corps arrived in Nova's second series in 1994 which was a spinoff of the events in the StarLost Saga.
As far as we've been shown, only Queen Adora had been restored from the dead as part of the Restoration Protocols. The new Nova Corps consisted of aliens from various worlds.
