Since it seems that Nova has new writers and theyre trying REALLY hard to get this Sam Alexander Nova into the marvel universe, my theory may be moot, but heres what I thought from the first picture we received of this new Nova.
The black uniform is because this is one of Garthan Saals new recruits. Back during the war of kings, he somehow infiltrated the Shi'ars ship and recruited the captured Malik Tarcel for his cause. After that, we never saw anything of Saal or Tarcel. Saal was wearing his black nova uniform though, and Sam's new uniform is similarly mostly black. But Saal is supposed to be a bad guy, right? So why is Sam trying to help the universe? Well, its well known that Saal went batshit crazy when he recieved the entirety of the Nova force. Its possible that hes found his own source of power, and is creating his own nova force that he believes is just as heroic and noble as the original corps. It could be that eventually more will be revealed about Saal's new corpse and its true natures will be unleashed, but it would explain why theres a new Nova with similar powers when Rich died (allegedly) in the cancerverse. It would also continue the previous Saal storyline that was left open by Nova's previous writers. As I said though, new writers, so who knows.
