This is my 1st time posting here and I've been coming to this site a lot for Nova news.
I just read issue 18 yesterday. I would have to go with your option #1.
However I have a huge feeling that not all is what it seems. My guess that Jesse Alexander is still a good guy and these rouge Gold Domes are being lead by a crazed Richard Rider.
Why?
We know Thanos and Pete escaped the Cancerverse but what about Rich? I think that during their long time in there, Rich went crazy due to being without the Worldmind to monitor his full on Nova Force. From the cover issue #19 of Guardians, Pete looks as if he's the betrayer. I think it is the other way around and Thanos took this opportunity to escape. They might be setting everything up for a huge twist.
After Rich, Thanos, Pete, and Drax leave the Cancerverse, maybe crazed Rich starts an evil "Gold Dome" Nova Corps. They're the bad guys. We know Rocket is a good guy and his name was dropped right after Jesse killed a Gold Dome as if Rocket was behind these killings.
There might be a Guardians tie-in with Nova coming soon. After all we know that Rocket will be guest starring in a coming issue of Nova and in a podcast, the current writer to Nova said that their will be "returning characters" he couldn't say who. Maybe one of those characters is Rich.
I think what happened in the Cancerverse and the mystery behind the Black Novas are all connected.

: I'm thinking the Black Novas will be revealed
: to be one of two things:
:
: 1) They will be the Internal Affairs/Alpha
: Lanterns of the Nova Corps and hunt down
: rogue Corps members.
:
: or...
:
: 2) The Black Novas are rogue themselves. The
: Sinestros, if you will.
:
: It looks like it's set up to be #1. Almost
: too obvious for it to be #2?
