Well, in the article quoted there he said he removed the character and that it was one he loved and hoped to work with in the future.
There are two quote blocks. The top one says there will be a new character.
The second one is clearly about Nova since we all know that he was the big character written out.
But I don't think the "new character" introduced has to be the same as the character he talks about writing out. I think he just used it as an example.
In fact, he says he would "love to work" with that (Nova) character in the future. That means he has no immediate plans to work with the character.
If we read carefully, I think we can sadly assume that Nova is not that new character introduced in GotG2.
