I'de try opening up the packing nut and removing the packing to see if this is the problem. If it doesn't help put some lubricant in the tube and try moving it again to loosen. I would then replace the packing with some teflon packing, this stuff is the greatest for sealing as well as easing the turning. You might also try loosening the cap that is bolted to the seat. This might bind the steering if it has distorted somewhat.
