I hear this as:
So long black dog, I'm quittin' your hard luck town (2x)
'Cause you got the best [dog], sweet papa gonna jump down
Not sure about [dog], but it sort of sounds like it. He pronounces 'the' with a long 'e' - maybe that explains some of the confusion. I don't hear the word 'blue' even remotely.
