You may be correct on the meaning of "skinny leg blues". Here are alternate lyrics to one verse I found that are corroborated by similar lyrics from another song. They have the same sexual implications as you had guessed. The page linked explains "bo(ar) hog's eye" as a reference to female genitals, although it is not decidedly certain (according to the page).
