All the phones here use SIM cards whereas most in the USA do not. Triband or quadband phones here are readily available and vary in price from a little over a $100 to much more depending on the features etc. A tri or quadband will allow you to use the phone around the world either with roaming or buying local sim card. You could get a more basic phone if you do not need it outside Australia
You can do a pay as you go ie prepaid or get a plan, which is usually cheaper.
So... you can go to a store and buy a phone which will come with a tel# and a sim card and a small amount of credit for usage and you are in business. The system is a little different in that you only pay for outgoing calls - there is a connection fee and then you pay per minute thereafter. When I first came to Sydney I was astounded at how expensive using a mobile (as they are called here not cell) is but one gets used to everything. There are a number of mobile companies - the main being Telstra, Optus, Vodaphone and Virgin. You could search their websites.
