YES, YOU CAN VOTE IN YOUR STATE PRIMARY: It may be, however, that you will have to register your desire to vote in the primary. If you aren't (and even if you think you may be) registered, go to the OVF website, (https://www.overseasvotefoundation.org/) and click on the "Register to Vote" button. That will ask questions that the official US registration form requires to be answered and the program will populate the form for you so that you can simply print it up at the end.
The program also asks you if you would like to register to vote in your state primary, and helps you complete that question as well.
There are links embedded in the program as you work through it which give you state contact details so that you know the office/person to which/whom you may fax the form, and send the originally signed form in order to ensure your registration info is on file and you receive your ballot for the primary and the major federal election.
