No, one doesn't have to be a member of any political party to vote in the primary, but they may have to declare their party preference. This may vary from state to state, with some states requiring this information in order to send the voter the appropriate ballot.
The US government generated form that the OVF website (https://www.overseasvotefoundation.org/overseas/home.htm) helps voters complete and print up to send to in to their respective registration offices stateside has a section that asks if the voter wishes to vote in a primary.
Page 8 of the voter registration tool appears thus:
"State-specific Questions
Party Affiliation
Important: To vote in federal primary elections, including the Presidential Preference Primaries, most states require your party affiliation in order to send you the correct ballot.
If you are only voting in the general (presidential) election, party affiliation is not required.
In all cases, this is an optional input field."
Depending on your home state, this information may or may not be required and this will be noted on page 8 of the e-form. Whatever the case you may still choose to write "none" in the sections, but your declaration is recommended if you intend to vote in a primary.
