Welcome to Sydney to you both.
Yes, there are fees for non-resident students - Its how they cover the public school fees they get from the government for locals. Think "out of state" tution for a college in the US.
Since you have young children, be sure to check out our "Kids in the City" outing this week. Its a chance to meet other American parents and kids. We also have a big Kids Halloween party coming soon.

With a number of cafes, two playgrounds,
carousel, petting zoo and the Wednesday Markets,
there’ll be plenty to keep us busy.
This group is for mums, dads, grandparents,
carers, etc and children from infants
to preschool-aged toddlers.
It gives the adults a chance to chat
while kids can play (or coo in their strollers).
Two hours of free parking in the garage.
