Welcome to Sydney!
The areas that you list are good & safe areas. The downside about Castle Hill is that public transport is lacking & the road system is congested.
Pennant Hills puts you on a train line to the city so you can avoid the crush of the road system (not that the train system is perfect here!). Some other good areas along that train line are Epping and Liberty Grove.
