Hi Jennifer,
My husband and I just moved here and had the same question. You can use your cell phone here if you have it unlocked by the company in the States, but it costs a fortune. Instead I would call your cell phone company and let them know you are moving here. If you send them a utility bill or a new cell phone contract from here, they will let you out of your current contract for free. Just ask them where to send it, then sign up for a cell phone service here and send them a copy. It saved us hundreds of dollars. I hope that helps!
