I "learned" when to use plural verbs with collective nouns in high school, but frankly I think it's poor writing. If one wishes to express a plural idea, he should use a plural noun. It's much simpler than codifying a bizarre mismatch under certain circumstances.
1. The jury whisper among themselves.
2. The jurors whisper among themselves.
2. The fishing boat sank but luckily all the sailors were able to save themselves.
