When the word 'there' is used in the beginning of the sentense, it has no meaning or meaningless! the word "It" is also meaningless when it is used in the beginning! For example, It is five thirty now. It is a great risk. etc.
"There is a green tower in our city"- here the word 'there' is meaningless. 'there' is used for decoration only.
