Publisher: The University of Chigago Press. See: www.bn.com In Myanmar there is no need for majority rule. The people have already indicated their wish during free and fair elections conducted in May 1990. Now what is needed in Myanmar is rule by the representatives elected by the people, in effect, Rule by the People. The sooner the "secret" talks bear fruit, the better.
