Posted by Michael on 2/28/2002, 11:58 pm Myanmar's problems stem from the failure of the government to properly address its ethnic issues from the death of Aung San until this last decade. Credit must be given to the SPDC, especially S-1, for the many truces and treaties as well as to General Aye for the strategic military operations that have given rise the the "general" ethnic peace over the past decade. These gains must be now translated into a truely integrated Mynamar with all nationalities represented. Then,and only then, will there be no need for treaties, truces, and the use of the military to maintain the peace. Too many Union and ethnic group soldiers as well as civilians have died over the past 50 years to permit a backside because of a continuing failure of the government to deal effectively and fairly with the nationalities issue. If the ethnic groups are indeed important to the NLD and SPDC, they will expect that at the conclusion of the secret talks there will be at least one statement of principle affirming that all national groups are to be accorded the same rights and privileges. Also that the major national groups will all be represented in the highest echelons of the military, police, intelligence services, and Union government. Actually they should adopt the American principle of affirmative action to proactively seek and place non-Bamas in such positions of authority over a period of time(e.g., a decade) to redress past inequities resulting from armed conflicts and distrust.
