learned it from Darkhhorsefarms. 
Braid the tail, roll it into a ball to the dock and wrap it with vet wrap. add several long peices of bailing twine to "ball" and cover again with vet wrap to hold the "twine tail" tight. It stays in and the horse can still swat flies. Cheap, easy and effective and it works on all sizes.
