I'd have turned around and tracked that monster down. At the very least, I'd have stopped in at the campground after putting the horse up and found the parents and explained the liability/ hospital bills they're lucky they didn't get because of what they're adoring little boy did. And also let them know he's lucky the horse didn't kick out when he did that as he could have been seriously hurt as well.
Sometimes that's all it takes.
