There are plenty of quality, responsible QH breeders out there.
And a QH absolutely CAN NOT have HYPP if his pedigree does not have Impressive in it anywhere.
The QH breed is still my favorite, and I would not have a problem owning a N/N Impressive bred horse, although there are other bloodlines I prefer.
I'd be interested in knowing what percentage of the QHs alive today are Impressive bred. I'd bet money it's less than 40-50%. No way would I discount an entire breed for that reason.
Also, note this rule from AQHA -
2. Additionally, Rule 227 will be amended to provide that foals of 2010 and later that are found to be HYPP (N/H) will only be eligible for registration as geldings or non- breeding mares.
