I think it would be better if it was not hourly rentals but guided trail rides instead. That way all riders and horses would be under the watchful eye of a trail boss. Some rental horses not only suffer from irresponsible owners that rent them out but at the hands of the horse renter, of which some of them are the type that should not be around horses in the first place.
I remember when I was little and my dad rented a horse for us for a few hours. The idiots we saw out on trail aboard those other rented horses were appalling. The horses were hit, yahood and just plain abused buy unknowledgeable riders.
