As hard as it is...I think you should put her down.
You just can't go on like this!
The first options are not getting her permanently sound for sure. Sound, young, healthy horses can't even get those pasture pet positions right now! If she ends up costing folks money, she may end up at auction, in a bad situation, or in untreated pain...
Really the only way to know she's being cared for is if you do it yourself. If you donate her, know exactly what they may do to her in their research while she's still alive.
I have watched your posts and know you have done your best, at great expense financially and emotionally.
