The center for equine health is the department that deals with donations. You must understand though that the horses are used for studies of various natures as well as terminal studies where the horse are euthanized. They also have terminal teaching labs where student can practice surgeries and procedures and the horses are euthanized at the end. Some horses live out their life at CEH and become useful teaching and/or breeding animals however you have no say in what direction your animal will be used for. If you are ok with the idea that your horse may be used for a terminal study or lab than it may be an option for you. The horse would be used for a good purpose.
CEH does not always accept horses. It depends on how much funding is available, how many horses they have right now and what studies have been proposed and approved for this next year. If this is an option you want to pursue then give them a call.... 530-752-6433 they also have a website that you can look up.
If Davis is not accepting horses you might look up the other vet schools on the west coast and see if they are accepting horses
