I would and we have (at another barn) talked to the law in regards to this. That is the local sheriff office can help you possibly with understanding legal and not legal steps and may help approach this boarder. YOU may lock up his/her stuff and or horse and let them know you will unlock it when they come with trailer. you keep feeding and cleaning stall but they just can not have access? Well that is what we did as officer BOB (not his real name suggested and the lady was so angry she came with trailer 48 hours later. The horse did not suffer in any way but her stall and paddock were locked and her tack put in locked area.
