If they were properly served

then you can go to the authorities. You can lock up their things, but the BO should go to the Sheriff's Dept and show themthe paperwork. I used to evict people from apartments and after the 3 day pay or quit, then it was the 30 day notice - then I had to go to court...But they stayed in there the whole time. If they stay beyond the days allotted you can get a judgement - usually it would be more than the deposit...so not all would pay but it was on their "credit" as having an unpaid judgement.
