Thanks for the ideas- it's a little difficult to decide who has jurisdiction because it's within the East Bay Regional Park District and they have their own police force. Maybe the Alameda County Sheriffs Department would be helpful. So far the Park has said it's a civil matter and its up to the concessionaire to deal with it.
