looks like officer "Bob" failed horsemanship 101- never padlock a horse in a stall- any barn can burn. I didn't stop to look up the California building code on this one but I've seen padlocks expressly prohibited on horse occupied stalls at every show, race and fair facility. the barn manager doesn't want to look like s/he flunked horsemanship 101 also.
Given that this is a county facility, don't mess with the fire code by padlocking an horse occupied stall-all you need is one code violation and the powers that be will yip that vendor's contract.
In a private barn, padlocking can lead to retaliation, damage to the facilities, loss of CCC and fire insurance, not to mention loss of reputation. Intending to inflict emotional distress on a boarder to hassen her departure is actionable in a court of law - that is a counter suit.
Do not encourage people to try reckless self help methods of dealing with boarders- there are barns 15 minutes outside SF, with double box stalls and covered arenas that cannot fill their vacancies cuz of tortious conduct and lack of profesionalism.
just file in small claims court and/or get the county involved. any damage with a hold over tenant can be solved with a money judgment.
