The National Park Service views horses as undesireable invading ferals rather than the wonderful historic treasure that this particular herd is - they are believed to be the descendants of Sitting Bull's herd. And at this point, it is well proven that horses are a true native speices, that simply had the decency to re-introduce itself at no cost to the tax-payer, but NPS policy was drafted before this was known, and it seems to be writtten in stone. What a shame.
