It says "human consumption" therefore as I read it, it provides no protection for the slaughter of horses to be used for anything else, for example dog food. The above statement does not appear to hold water if you will kill the horse for other uses.
How do you prove these horses in the feedlots will be going to human consumption? If it isn't for human consumption then it would appear legal based on the above. Give they leave the country it would be he said vs she said. I can't see how the law can enforce this.
