When Theodore Roosevelt National Park was created, the NPS was going to just kill all of the horses (that's their policy toward all "non-native" life forms) but local people rose up in protest and they struck a deal that would allow a "demonstration herd" of about 70 or so. The rest were rounded up and many of the people who fought to get them not killed took them for their own breeding programs. So you can buy domestically produced Nokota horses. (Do an Internet search) But I guess the Park Service is now feeling the need to thin down the herd, which, as the original poster pointed out, could not be worse timing.
