I'm curious what you've found to allow free shoulder movement? I've also had the same trouble...I finally gave up on a western saddle for now, and went back to english to give my mare room for her shoulders. She went from being sulky, pissy and no forward (at least not easily), to now in a simple Wintec she has tons of energy and go.
